Metal Gear Solid V: The Phantom Pain gets rated by PEGI: extreme violence and motiveless killing

PEGI (the European age rating system for videogames) has added their rating for Metal Gear Solid V: The Phantom Pain to their website. We already knew the game was going to receive an 18-plus rating, as it was printed all over the cases and bundles, but now we can read the board’s full description.

The content of this game is suitable for persons aged 18 years and over only.
It contains: Extreme violence – Multiple, motiveless killing – Violence towards defenceless people – Strong language
This game allows the player to interact with other players ONLINE

The ‘violence twowards defenceless people’ is something they said about Ground Zeroes as well, but the ‘motiveless killing’ seems to be only in The Phantom Pain.

      Seems everyone kinda wishes the official cover art was different, myself included.
      I’m bummed enough that Western copies of GZ didn’t have Kaz, and TPP’s cover is pretty lackluster. That said, the disc won’t be in the case for months so I won’t have to look at it too often.

  • Not even GTA gets that kinda of rating. This game is seriously going to heavy (subject wise) I can’t wait to finish the story and go in depth into every aspect of it with everyone here.

        I have always been of the opinion that, that would be really stupid and makes no sense, but now I’m worried that it might be true because if it was true it would 100% fall into “motiveless killing”. I killed these kids abductors and they are offering diamonds as thanks so instead of “I’m going to use this child labor workforce as they will now work for me” he just shoots and kills them all for no good reason when they could be useful in his plan for revenge.

            I can actually envision Big Boss committing such an atrocity if they might have inflicted a big offense in his eye(:-P) and he’s at that point where his anger is feeding off from him from all he has endured up to that point in his story.

        I might be wrong about this, but I got the impression that the dude in video tried to rush through as much of the game as possible in the allowed time, thereby missing out on alot of what makes the story in TPP.

        KFG’s video about it mentioned specificly that BB was very very quiet, and that there wasn’t much talking between BB and the other characters, more them talking to him/the player, and that there was plenty of dialogues to be found if one takes the time to listen to the briefing-tapes for each mission and such, so I personally think that many of the complaints are due to rushing 🙂

        And for ‘Filler’-missions….c’mon, it’s an open-world game, just how many side-mission-objectives can one expect to be completely handmade and unique in an open-world game, and how many side-ops did you actually bother to play? Getting 40% completed compared to KFG and Gamespots 5 and 10% during those 16 hours only tells me that you didn’t take your time to really experience anything if the game is as massive as we’ve been led to believe O.o

      Well, basically the video complains about some legit and understandable facts, but every one of them was already in the series since Peace Walker. So I guess if you liked or loved PW too, you won’t have any problems with the game.

      5) Micro Managing. This is a personal thing, some like it some don’t I personally love it, it’s a whole new dimension in games dynamics, also who won’t enjoy managing their own PMC nothing is cooler than developing your own base you are building. Also I don’t know why people tend to not like micro managing I love to have more control over what I’m doing and the stuff in game. This is mostly a personal thing though and a majority of people will like it and a lot of us are already use to it because it was in peace walker.

      4) Filler missions. Ok here he is talking more about side objectives in the main missions and not so much extra-ops. Here I agree that with a large sandbox game like TPP, missions and objectives can easily get to feel like “filler”, but what he is specifically talking about is side options or unnecessary objectives in a main mission, and I’m not sure how much I agree with this unless the game really goes nuts about it. For additional mission objectives, these are there to add replay value and a way to get more out of the mission, and while these can be small as they themselves in nature are not meant to be huge enough to take away from the actual mission itself. For the actual objectives in the mission being “filler” he is probably talking about something like for example, the mission where you rescue Kaz, he means that having to scan the document before rescuing Kaz is “filler”, but the missions in TPP are not designed to be 1 thing and are not designed to be simply or dumb, something like scanning the document is important to the flow of the mission and allowing it to make sense, something like this could be removed and not hurt anything, but in order to get you to explore and play more they add these goals to have proper flow, and while this could be used too much and come off as filler in order to fill out the mission, I would have to play the game myself to judge if it is used to much. But don’t forget the nature of a sandbox game in its ability to stuff as much as possible in, so what is filler and redundant has to be seen differently in a open world game, as it would not be fair to judge it according to a linear fast moving game, when this is truly open and slow paced stealth managing game.

      3) No sense of urgency. This is kind of ridicules, in every other game there was urgency, in this game there isn’t, this game is about Big Boss’s path to revenge, revenge after a 9 year coma against a military force is not a quick and easy thing, it is a larger goal which has to be met by taking your time and doing what you can when you can, it is not an antsy OMG I HAVE TO GO AND KILL NOW! there is no sense of urgency because it wouldn’t make sense if there was, the story does not have room for that, if there is urgency you would be the one to create it in doing the story as fast as possible. I’m also going to point out that if the games story had huge urgency it would kind of break due to the nature of the game, it is open world slow stealth base managing game, imagine if the games story had urgency, it would break the gameplay because they tell you “OMG GO HERE AND DO THIS NOW!” and then you spend the next 20 hours of gameplay collecting herbs getting S ranks on old missions and recruiting people, this is contrary to what your goal is supposed to be, so in order to make the story and gameplay match the goal is just as large as the game itslef requiring you to slowly play and build with no huge urgency.

      2) Underwhelming story. I think his problem here stems from two things, 1 he expects it to be just as engaging and motivated as every other MGS, and instead of judging it from a neutral stand point he is already putting a lens on the game and its story for what he wants to see instead of what the game is showing. and 2 is that to enjoy or get immersed in a game one has to be willing to get immersed, one cannot enjoy or get immersed into a game if they are not willing to get into the game or the story and it sounds like because of his preconceived notions and ideas he isn’t willing to get into the story and thus it comes off as underwhelming, the best example of this is horror games, some people only don’t like horror games or don’t play them because it is not high enough ‘quality’ for them because it doesn’t scare them, the problem here is that these people don’t play a horror game and surrender themselves to the game to get immersed and enjoy the experience, they play the game thinking “this isn’t scary” and “there is no immersion” it is because to get immersed in a game it requires both sides to let that happen, if the player is not willing to get immersed in the game world they are playing they will not experience the game as intended and thus end up with opinions such as “this isn’t scary” and “this isn’t immersive enough for me to get scared, and it’s dumb” when neither of these are true and yet people think them because they are not willing to get immersed in the game and then wrongly judge the game because it didn’t FORCE immersion on them which is impossible to do. This also ties into point #3 because the story is a more slow march of revenge than an action packed urgency fuel ride of emotion, it is slow and brooding.

      1) Snake is boring. This is also more of a personal thing, and when considering the other points it makes sense, especially considering his mental and physical state, BUT even though it makes complete sense is it a good idea? whether people find him boring or not is like I said more of a personal thing. I will be just fine as Snake being the way he is in game, but what would make me agree with this point is if Snake didn’t even react to anything, we are playing as Snake on his revenge quest, I know Kojima wants him to be more a character to project into more than anything but he is still the most important character in the game and should have role and influence, what would make me agree with this point like I said would be if Snake didn’t react, instead is sitting by with no reaction in the most insane situations, so this point would involve playing the game, which this guy has done more than any of us, but as I find myself disagreeing with his personal opinion points on the game and this is also a personal thing I would probably disagree with this point when I play the game. Would it be better if Snake talked more and was more involved? YES it would, but is it a negative if he is not super involved and noisy? NO it’s not, it is the game and the way it was made and you have to give it that room or else you crush it. But even if you give it room too much is too much, and there is a line that can be crossed when it comes to just how Boring Snake can be.

    I love how dark and bloody this game will be, so excited to see the story unfold and witness the shocking moments of BB downfall :). Sure there are scenes with lots of violence, like the hospital massacre. But really, about 90% of games these days have much violence, GTAV, Fallouts, RE, MKX, TLOU, Uncharted, COD etc.

    Many games that dont get 18+rating even though kill countless amount of people, I just find it a bit weird.

    Also there is a motive for the killing :)…

          Getting the disc in and out of these things is pretty hard which can easily result in the disc cracking, I ordered a game once which came in one of these and I cracked the disc a little getting it out, and that is with experience of getting discs out of the case (it never gets any easier), thankfully though the tiny crack did not effect the game at all. I;ve never had a normal experience with a steelbook case let alone a good one.

            I had my MGS3 in a standard case and it did happen to crack like you said. It worked fine though.

          Yup. You can achieve this by shooting all the lights around the place and shutting down the Admin building power. I’ve done it before but never bothered to take a picture. Which I regret because maybe it would have made news lol

    The only thing I could see being labeled as motiveless killing, is some random killing that goes against what would be done. Because we got all sorts of evil characters in all sorts of media that kill lots of people including their own workforce for no reason other than “there are insane”, and that is never labeled as “motiveless killing” so to get labeled as “motiveless killing” it would have to be pointless killing as well and go against what would be wanted, for example it would have to be something like “Big Boss walks into a room to scan a document after clearing the area and there is a POW there we know nothing about and Big Boss turns and kills him and then he continues his mission and scans the document and leaves” the death of the POW would be motiveless killing because not only did Big Boss have no reason to kill the POW but it also would go against what would be expected or wanted which would be Fultoning the POW to expand mother base. Of course this whole thing would have to be a cut-scene as the player always has a motive even if it is simple as “hey that was entertaining” like a complete psycho, lol.

    Honestly though “motiveless killing” to me is kind of extreme as I cannot really see it being done, and even if it was it would kind of be stupid to me, as it would make no sense because it has no motive, unless of course some psycho was doing it than it would make sense, but then you have motive “the will to satisfy ones own desire of death or pain”, to get a motiveless killing it has to be done by someone who isn’t psycho someone who wouldn’t have a motive of self desire to inflict death. If there truly is motiveless killing in the game I want to see it as I don’t really think motiveless killing is possible, the only way I see it as possible is if it was by accident but then it would not be “killing” someone in the context that is meant. I believe the term “Motiveless Killing” seems to me like a contradiction of itself. Even if no motive was thought of when making the game people playing the game will easily and automatically assign a motive, for example in the example I used above snakes motive for killing the POW would be because he didn’t feel like carrying him outside to Futon him and didn’t want anyone to know he was there so he killed the POW.

    Now that I’m done contradicting myself, to sum up I don’t believe one can pull of motiveless killing, and question the use of the term, as even if there is no motive one witnessing the act will quickly and easily make up a motive for said act.
