Revoltech Big Boss action figure can move his eye
Today a new Metal Gear Solid action figure was released in Japan, the Revoltech Big Boss. Here are some pictures:
According to Kojima Productions, in addition to coming with lots of accessories including the famous cardboard box and exclamation mark, it can also move its eyeball.

The figure is not cheap, you can order it in the US at Big Bad Toy Store for $50, or at Hobby Link Japan for ¥3335 (around $35)
